From April 2007 to November 2019, the International Association for Farmers Exchange (JAEC) worked in the Philippines for five terms and 13 years through JICA grassroots technical cooperation projects to promote environmentally friendly and safe vegetable cultivation technologies and improve the distribution of agricultural products (continued activities through grant aid projects in cooperation with Japanese NGOs from March 2021).
In order to enhance the spread effect of technology through the project, JAEC invited young farmers from Bengett Province, which is the target area and the production area of highland vegetables, to Japan as technical intern trainees, and started a technical intern training student acceptance project with the aim of acquiring technology and knowledge at farmers in the Yatsugatake area of Nagano Prefecture, which is famous as a production area of highland vegetables in Japan, and contributing to the agricultural development of the region.
This project, which connects the production areas of highland vegetables in Japan and The United States, is highly evaluated, and on October 18, 2019, a web article was published by Kyodo News as "Japan highland win-win training ground for Filipino interns".
In 2021, JICA created and disseminated a documentary video called "Me, My Hometown and Bonds" as an excellent example of accepting foreign personnel, leading to great achievements.

As a result of these efforts, there have been requests from domestic and other Asian countries to implement similar projects, and from 2021, the project has been enhanced with the addition of New Thailand.

The technical intern training system for foreigners was established in 1993 based on the evaluation of the training system that was conducted as employee education for overseas subsidiaries from the latter half of the 1960s.
The purpose of the technical intern training system is to accept young people from developing countries as technical intern trainees at Japanese companies, learn practical skills, skills, and knowledge through actual practice, and use them for the economic development of their home countries after returning to Japan.

There are seven main steps to the process leading up to the acceptance of technical intern trainees.
① Application：
If you wish, please apply using the dedicated form. We will review in accordance with the requirements of the host farmers stipulated by this association. If you pass the screening, we will register as a practical training person.
② Job registration：
We will register job offers for the hands-on implementer at the labor office of the Philippine/Thai Embassy in Japan.
③ Recruitment and selection：
According to the requests of the practical training implementers, candidates will be recruited through the local sending organization, and the Association will select them.
④ Technical Intern Training Plan Certification Application Procedure：
After the candidate for trainees is determined, prepare and submit documents pertaining to the application for certification of technical intern training plan to the Organization for Technical Intern Training.
⑤ Application procedure for Certificate of Eligibility：
As soon as the technical intern training plan is certified by the Technical Intern Training Organization, we will apply for a Certificate of Eligibility to the Immigration Bureau.
⑥ Visa application procedure：
After the certificate of residence certificate is issued, the local sending organization will perform the visa issuance procedure at the Japanese Embassy in the Philippines/ Thailand. If your visa is issued, you will be able to come to Japan.
⑦ Post-Entry course：
The course will be held for about one month, mainly in Japanese and orientation.

①Those who understand the purpose of this project well, have a spirit of service cooperation, and can provide trainee guidance
②Those who are excellent in agricultural management and agricultural technology
③Those who have prepared a technical intern training plan and can provide intern training accordingly
④Those who are able to conduct appropriate practical training based on various laws and regulations pertaining to the technical intern training system
⑤Those who can give trainees the opportunity to get acquainted with Japanese culture and rural society
⑥Those who can actively strengthen their understanding of the culture and customs of trainees
⑦Those who are alumni of overseas agricultural training programs conducted by the Association
